The problem
Skilling programmes routinely train people for work that does not exist within travelling distance of where they live.
Why it matters
A certificate that leads to nothing wastes the one asset an unemployed person has left: time.
Proposed solution
A constituency-level employer demand register, built from actual employer commitments rather than projections, published openly and used to decide what training is offered.
How it would be implemented
Volunteers survey employers in each constituency. Publish the register. Only fund training against recorded demand.
Risks, and what we would do about them
Risk
Employers overstate demand. Small samples mislead.
Mitigation
Publish sample sizes. Weight commitments by actual past hiring. Never present a survey as an official statistic.
