Open to anyone. The date is held in software rather than in somebody’s diary, so nobody has to remember it and nobody can quietly move it without that change being audited.
The founder is subject to the same rules as everyone else. There is no founder override in the software, no permanent position, and no exemption from the two-term limit. Commitments made personally by the founder are tracked in the same public tracker as every other commitment, under the same statuses.
