Proposed solution
Track payment delay as a first-class public metric at block level, and escalate every delayed payment as a tracked issue on this platform.
How it would be implemented
Citizen reporting through the issue system, aggregated by block, escalated through the existing grievance machinery, published monthly.

Mitigation
Always publish the number of reports alongside the metric, and label it as reported experience, not official data.
