The problem

Development priorities are usually set upward from party structures rather than by the residents affected.

Why it matters

Priorities set without residents produce works nobody asked for while the actual problem persists.

Proposed solution

An annual resident-set priority list for each covered constituency, produced through the People's Voice module and published in full.

How it would be implemented

Structured constituency priority consultation, open to mapped residents, with the full ranked result published including the options that lost.

Low participation producing a list that does not represent the constituency.
