Publish what happened to the last cohort
The problem
Skill programmes are reported by enrolment and certification, not by what trainees are doing a year later.
Why it matters
Enrolment measures effort. Employment measures result. Only one of them matters to the trainee.
Proposed solution
Publish 6-month and 12-month outcomes for every training course we run or support, including the response rate.
How it would be implemented
Follow-up surveys built into our own programmes, published whatever the result.

Risk
Publishing poor outcomes is uncomfortable and invites attack.
Mitigation
We commit in advance to publishing outcomes before we know them. That commitment is itself the safeguard.
