The problem

Elderly beneficiaries frequently have to travel and queue repeatedly for a pension that is already sanctioned.

Why it matters

For a person with limited mobility, the cost of collection can consume a meaningful share of the pension itself.

Proposed solution

Track collection burden as a metric: journeys required and time spent, by block, and escalate failures as tracked issues.

How it would be implemented

Volunteer-assisted reporting, with volunteers helping elderly citizens file and follow up.

Risks, and what we would do about them

Risk

Volunteers handling elderly citizens' documents creates a trust and fraud risk.

Mitigation

Volunteers never take custody of original documents or of money. This is stated in the code of conduct and is a removable offence.
