Gram Panchayat decisions and expenditure are often not displayed in practice, despite requirements to do so.

Why it matters

Village-level accountability depends almost entirely on local visibility.

Proposed solution

Support villages to obtain and display panchayat resolutions and expenditure, and publish them online in parallel.

How it would be implemented

Volunteers assist residents to obtain records through existing rights and publish them with the source document attached.

Local conflict, including with elected representatives.

Mitigation

Publish documents, not accusations. Right of reply before publication. Volunteers are trained to de-escalate.
