Support for citizens whose complaint is not recorded

The problem

Citizens report being turned away without their complaint being formally registered, which leaves no record that anything happened.

Why it matters

An unrecorded complaint cannot be investigated, appealed, or counted in any statistic.

Proposed solution

Support citizens through the existing statutory routes when a complaint is not recorded, and publish aggregate data on how often this is reported.

How it would be implemented

Casework support through Civic and Legal Support, with legal referral, aggregated and published at district level.

Risks, and what we would do about them

Risk

Very high defamation and retaliation risk. Complainants can be exposed.

Mitigation

Never name an officer publicly. Never publish below an aggregation threshold. Every case is UNVERIFIED until a competent authority finds otherwise. Legal review before any publication.
