Security of tenure before beautification

The problem

Households without secure tenure will not invest in their own homes, and can lose everything in a single eviction.

Why it matters

Tenure security is the precondition for every other housing improvement. Without it, upgrading is a risk nobody rational takes.

Proposed solution

Advocate for notice, consultation and resettlement standards to be met before any eviction, and document evictions that do not meet them.

How it would be implemented

Documentation through the issue system with photographic and dated evidence, and legal support referral where rights have been breached.
