Tenant farmers who cannot prove tenancy get nothing

The problem

A substantial share of cultivation is done by tenant farmers who lack documentation, and who therefore cannot access credit, insurance or compensation.

Why it matters

The person who bears the crop risk is often the person the system cannot see.

Proposed solution

Advocate for a workable tenancy recognition mechanism that does not threaten the landowner title, since fear of losing title is the actual blocker.

How it would be implemented

Publish research on what has been tried in different States and what happened, and support tenant farmers through existing recognition processes where they exist.
